John Clevland. Captain Kennedy, appointed to command the Halifax brigantine on Lake Ontario and to act as agent for the transports sent to North America, has applied that his accounts are deficient through no fault of his own and asks for some forms to be dispensed with so he can be paid. When he arrived at New York he found it occupied by the French and had destroyed the Halifax, building at Oswego. He was detained by the Earl of Loudon for service in North America until last June when he could return to England in the General Wall Packet. Opine he should be paid an allowance by bill equal to a Captain's pay from the day he was commissioned and for his servant and clerk from the days they entered with him to the day they arrived in the packet, as Captain Harris with his clerk and servants was paid for the Mohawk Sloop which was destroyed by the enemy. Some of the men entered for the brigantine are discharged by ticket which only have one signature and ask for another to be dispensed with so they can be paid
