Copy letter from Henry Shiffner to the Board. There are several privateers being fitted out at Dunkirk to cruize the North Sea which could affect the safety of our hemp ships from the Baltic. Ask for Sloops to cruize between the Sound and Yarmouth Roads to clear the seas.
