Copy letter from William Arthur to the Board from English Harbour, Antigua. Complains, with reluctance, that as Clerk of the Cheque was allowed a proper boat with 'Negro' attendants to muster ships but Mr Frankland has deprived me of the boat and discharged two of the King's 'Negroes'. He has appropriated one of the rooms where stores are kept for his own store of liquor. As it is locked we cannot get at the stores within but his attendants can. He buys stores without consulting me and his men can embezzle those under my care and do not render an account for them.
