John Clevland. Captain Loring, Agent to the Transports at Plymouth, bound to North America, informs the troops to embark there are not more than 1200 men so the Sarah and one of the Transports can be spared. Her freight will have to be paid for even if she does not proceed. Captain Kennedy reports that another ship will be wanted here to complete the tonnage of the Ordnance stores and tents. Propose that the Sarah is ordered round to Gravesend without waiting for convoy to be fitted up for this service
