John Clevland. Rear Admiral Mostyn has asked for a Surgeon's 4th Mate for the Monarch as her complement is more than 700 men. Have informed him that 3rd rates are only allowed three mates. The Invincible French Prize with 74 guns was allowed a complement of 700 men with five Lieutenants and a 6th Lieutenant when carrying a flag and all other French Prizes of her size and force and HM ships of 90-guns, when reduced to 74 guns, are allowed the same number of men and Lieutenants by an order in Council of 2 April 1748. This order does not specify the number of petty officers and ask for further orders
