Copy letter from Commissioner Vanbrugh to the Board. Have spoken to the Plymouth Officers and asked for another survey of the Humber. Daniel Virgee, the present Gunner thought when the powder was received at Portsmouth it was bad on information provided by his predecessor. It was first noticed on the Guinea Coast and the ship was supplied at Jamaica to sail home. The former Gunner asked that the powder should be surveyed at Jamaica which was deemed needless. Mr Walter the Carpenter was absent at Broad Street, Wapping..
