Description

Reports becoming commander of the 47th Regiment due to the death on 17 April of Captain William Fetherstone.

Explains that the garrison was too small to effectively defend the island due to the large number of posts, the island's closeness to North America, the threat from France, and the 'many persons ... professing republican principles'.
