Arrest and detention of Germans and Austrians: in response to circular telegram of 9 August gives brief details of seamen removed from British ships. Seamen named as Karl Prockl (Austrian), and John Hensen, Carl Powlowski, William Seidenbeidal, and Ernest Motz (all German). Also reports presence in the colony of an Austrian named Hugo Schmidt, employed as an estate manager. Unnumbered secret despatch, folios 127-137
