This Private Inquiry was ordered by the Home Secretary into allegations of excessively severe corporal punishment administered at Court Lees Approved School for Boys at South Godstone, Surrey which was at the time, 1967, the largest school of its kind in England.
The Inquiry was conducted by Mr Edward Gibbens QC, who concluded that apart from severe punishment inflicted on a number of boys, there had been several breaches of the Approved School Rules relating to corporal punishment. After discussions with the managers of the school, the Home Secretary withdrew its Certificate of Approval in August 1967. The school was subsequently formally closed on 6 February 1968.
