The burgesses request that a petition presented by the commons of Suffolk that all people be free to buy and sell herring and other victuals at Kirkley Road as it is to the profit of the realm should not be granted as inquisitions have already shown that it is to the great harm of the fair at Great Yarmouth.

The petition probably dates to 1381, the petition referred to in this petition probably being SSC 8/19/931. The dispute had been going on from at least 1372 when an inspeximus and confirmation of the charter of Great Yarmouth had an additional clause annexing Kirkley Road (CChR 1341-1417, p.224). This was repealed in 1376, renewed in 1378, and was again a matter of debate in 1381 (CChR 1341-1417, p.254; Rot. Parl., vol. II, p.330a-b; Rot. Parl., vol. III, p.49a-b).
