Nature of request
The petitioners state that the ability of Welshmen to obtain exceptions to the anti-Welsh statutes of Henry IV has enabled them to gain land and power in the English boroughs, towns and districts of Wales, and to oppress the English there. They ask either that these exceptions might be restricted, or that candidates might be obliged to find twelve sufficient Englishmen, living in the area and having lands and tenements to an annual value of £20, to approve them before they are exempted from the statutes in this way; and that they should also be obliged to find security for their good behaviour.

Tentatively dated by Petitions Relating to Wales pp.248-9 to the parliament of 10 February 1447, which would agree with the endorsement saying that it was presented on 19 February. Another petition on a similar subject is enrolled on the roll of this parliament (Rot. Parl. vol. V, pp.138-139).
