Nature of request
The commons of Westmorland state that because of the great damage they have suffered, and continue to suffer, at the hands of the Scots, the Bishop of Salisbury, formerly Treasurer of England, and the others of the council promised them that they would be discharged of a quarter of the half fifteenth and tenth agreed in the parliament of the King's fifteenth year (1391); but that the collectors of the fifteenth and tenth in Westmorland are now being distrained by the Exchequer to levy this sum. They ask the King to order his ministers of the Exchequer to cease this demand.

This petition must date from the reign of Richard II, and from after the death of John Waltham, Bishop of Salisbury and Treasurer of England, in1395. It clearly dates from a parliament (the endorsement that it is to be sent to the lords), and must therefore date from one of the parliaments of 1397.
