Nature of request
Adam, Bishop-elect of Winchester states that he was elected in due form, but that the Archbishop of Canterbury has delayed ratification of that election, and has finally told him that he will do nothing until he has heard from the court of Rome, because he has letters from certain cardinals that the pope will present Rigaud de Asserio, an alien and not of the King's liegeance, whose election could lead to the disinheritance of the King and his heirs. He asks that the Archbishop might be ordered to do what belongs to his office according to the tenor of the King's commands to him, and that, if he will not, to ordain in parliament that letters might be sent to the pope, to allow the election to stand, or that some other remedy might be provided.
