Nature of request
The Welsh liegemen of the community of West Wales request a suitable and hasty remedy for five grievances:1) After the conquest of Wales, the King's father granted them their laws and customs called Cyfraith Hywel (laws of Hywel Dda), which they had always used, but in the present King's thirteenth year, Roger de Mortimer, then Justice of Wales, introduced English law, and the present justice and Rhys ap Gruffydd have also used English law. They ask that they might have their laws and customs as they had after the conquest, and that the Justice might be commanded to use them.2) They ask that the bailiwicks in those parts might be grated to good and wise people, and not sold to unsuitable people, as has happened in the reign of the present King.3) They complain the constables of the King's castles take their beasts for his larder, against their will and for half their value, when there are plenty of good beasts on sale in fairs and markets.4) The people of Uwch Aeron complain that they are distrained to carry the King's hay from Dyffryn Clarach to Llanbadarn without payment, which never happened in the time of the princes.5) The people of Iscoed Ishirwern complain that they are distrained to pay the rent from Hugh de Cressingham's land in Coyd Mawr, which is in the King's hand as his escheat, because Hugh died without an heir.
Nature of endorsement
The Justice is to be ordered to inform himself as to the reason why Roger de Mortimer exceeded their customs and by what warrant, and to inform the King, together with his advice as to what is to be done in this business.With regard to the second: the Justice is to be ordered to see that such bailiffs are appointed everywhere as are good, loyal and suitable, by whom the King may be well served and the people not wrongly aggrieved.With regard to the third petition: the Justice is to be ordered not to allow the people to be treated or charged by the constables other than they should or were reasonably accustomed, by taking of their beasts or in other manner.With regard to the fourth petition, the Justice is to be ordered not to allow the people to be charged with carriage other than they should or were accustomed.With regard to the fifth: the Justice is to be ordered to hear their complaint and to do justice to them.

Note
The mention of 13 Edward II (8 July 1319-7 July 1320), and of Roger de Mortimer as a former Justice of Wales, suggests that this petition comes from the reign of Edward II, but after the end of Roger's second period of office in 1322. Petitions Relating to Wales pp.245-7 dates it to immediately after the end of this period of office in 1322.
