Nature of request
The fishermen of the river Thames complain both about fishing-weirs and stakes for catching fish which are partially submerged and pose a danger to life and shipping, and also about nets, weirs, and other fish-traps which use net of such fine mesh that they are catching young salmon, trout, mullet and other fish, which are of no use, ruining the fish-stocks. Many complaints have been made, both to the Mayors of London, who claim to have the supervision and conservancy of the river within their franchise, and to previous parliaments, but nothing has been done. They ask the commons to ask the King, with the advice and assent of the lords, to ordain a suitable remedy in the present parliament.

[On face] Let is be sent to the lords.[On dorse] The answer to this petition, and the petition itself, are enrolled on the roll of the parliament held at Westminster on 2 May in the ninth year of the reign of King Henry, the fifth since the conquest.

As the dorse says, this petition was presented to the May parliament of 1421. The endorsement found on the roll (Rot. Parl. vol. IV p.132a) states that the Mayor is to search the river for such weirs and nets, and punish offenders, four times a year.
