Nature of request
The people of Shropshire make three requests:1) They state that they and the people of the other counties adjoining Cheshire are continually subjected to attacks, murders, robberies and other crimes committed by malefactors from Cheshire: who cannot be punished, because Cheshire is a county palatine. They ask that it might be disenfranchised, or at least that malefactors indicted in the counties where they have offended and outlawed might be seized and punished at common law, in Cheshire and elsewhere.2) They state that although they were most joyful at the King's coming to the land, his armies passing through their county towards Cheshire destroyed their corn, goods and chattels. They ask, in consideration of their good service at the time, that letters patent might be sent to whom it seems best to the King, to inquire into these losses and damages, and to make restitution to them for them.3) They complain that although murders, robberies and other felonies are committed in Shropshire both by people from Cheshire and from the March of Wales, there is no prison to put the malefactors in, except in the ruinous Shrewsbury castle. They ask that a sufficient prison might be built in Shrewsbury castle from the issues of the county.
