Nature of request
The petitioners state that it was previously ordained by statute that it would be permissable for anyone to buy and sell freely in any city, borough, port or elsewhere in the realm, and that all charters and letters patent to the contrary were to be void, and that this statute was confirmed by the last parliament held at Gloucester; but the King has now renewed a charter of Edward III to the people of Yarmouth, that no-one should be allowed to buy or sell within seven leagues of the town, and that a place called Kirkley Roads, in Suffolk, which is six leagues from Yarmouth, in Norfolk, should be annexed to it: although this charter was repealed in the time of Edward III as being injurious to the commons of the realm. The people of Yarmouth now have an armed barge and are forcibly preventing the sale of goods in Kirkley Roads. They ask the King and council to consider an agreement made by Edward III for his tenants of Lowestoft and all the people of Suffolk with the people of Yarmouth and the Cinque Ports, that in time of fair everyone could buy or sell with any ship wishing to anchor in Kirkley Roads, and to summon before the King and council twelve or twenty-four of the best fish-merchants of London, who have knowledge of all types of merchandise, to state on oath whether this agreement is to the profit of the realm or not; so that the charter can be annulled and the people buy and sell freely as before.
