Nature of request
Elizabeth, widow of William Mountagu, Earl of Salisbury, requests the restoration to her of various lands, castles and offices in Cheshire and the Welsh Marches, which she held jointly with her late husband. She states that she retained these after William's death, but was then ousted without due process by Richard II following inquisitions and commissions brought by John, the present Earl. She asks for their return, and for various manors of her former husband in Hampshire to be granted to her until full restoration is completed.
Nature of endorsement
The King wishes that livery be granted to her, with all issues since the time she was ousted. Let inquests be held by authority of the Prince for lands in the principality, and the value of the jointure certified to the King, and she shall have the necessary letters to the Prince. Let commissions be issued for lands in all areas where the King's writ runs, and another to enquire into the value of the Hampshire lands, which will then be granted to the petitioner until the issues from the jointure are levied.

From the references to Richard II as the former King, and the commissions issued on 6 November 1399, clearly this was presented to the parliament of autumn 1399, the first of Henry IV's reign.
