Nature of request
The petitioners state that owners of ships are being prosecuted, and have had their ships forfeited, following damage caused to other ships in collisions caused by the wind or the sea, rather than the recklessness of the master or crew, and when they themselves were not present. They therefore request that no owner of a ship suffer such troubles or forfeiture where they were not present themselves, provided no person has died in the incident.
