Nature of request
The Mayor and citizens of Lincoln request that the Commons ask the King to allow them the right to ship wool from Hull or Boston free from all customs charges for the next twenty years, and that they be freed from all fifteenths and tenths, so that they can raise the money to pay the city fee farm. Alternatively they ask that the king resume all the liberties of the city, and thus cancel the fee farm. They claim that the great burdens of the fee farm and taxation have impoverished the city, to the extent that most of the citizens have fled, leaving the city desolate and empty.

Note
A note on the guard dates the petition to? 1437, presumably in connection with the on-going exemption from fifteenths and tenths granted to Lincoln in that year. However, the people of Lincoln had been allowed partial exemptions in previous grants, presumably the result of petitions such as this, and thus this particular petition may be earlier in date.
