Nature of request
The petitioners request that the Mayor of Lancaster, together with a clerk, be allowed to take and record debts under the statute merchant. They claim that, since the officials of the town are currently unable to do this, merchants are not visiting the town for fear of being unable to secure payment of any debts, to the great damage of the town and its people.

Note
The rights requested here were granted on 12 May 1432 (CPR 1429-36, p.213), the first day of the 1432 parliament. However the endorsement, which mentions the Bishop of Norwich, is unlikely to date from after 25 February 1432, when Alnwick was dismissed as Keeper of the Privy Seal by the Duke of Gloucester (Alnwick did not return to the government until the following year, long after the grant was enrolled). Thus, given the address, the petition was probably presented to the Council the previous year (1431), with the formal grant being delayed until the opening of the next Parliament (the 1431 parliament had closed on 20 March).
