'East Indian' representation in the legislature: suggests that it is desirable as people of Indian origin now make up almost half of the population; further adds that 'it is undesirable that they should be encouraged to become political agitators as are too many of the Negro race'. Because the governor recognises that the proposal may be unpopular amongst other groups he suggests that it may be made public as coming from the India Office.
