Description

Black Corps; refers to discipline which has been an object of his attention, reports the progress of the Corps in their military exercises is already conspicous and he is endeavouring to complete them with arms; reports has received letters from Governor Orde, and finds there is presently a general appearance of discontent among the 'Negroes' at Dominica, and has offered the assistance of a detachment of these troops should any 'serious disturbance' ensue; Mathew has fullest assurance of their fidelity in case of an insurrection as he states they are particularly formidable to the 'Charibs' [Caribs] and Slaves, and better qualified than European troops for the fatiguing duty of searching out the 'fugitives' in the interior country; reports 'Negroes' in Grenada are 'perfectly quiet' and that 'our late Guardian Act has been generally productive of a milder treatment of them' and wants this act to be renewed at the next meeting of the legislature.
