Description

Reports in consequence of Secretary of State's secret letter of 6 October 1790 he has issued orders for the Flank Companies of the nine regiments which composed their peace establishment, to be completed to forty men each, and held in immediate readiness for active service; will, as quickly as possible, collect the Carolina Corps at Barbados for employing them as labourers and of forming the ground-work of a military corps, should it be expedient; refers to conversation with Louis La Grenade, a 'mulatto' of Grenada with considerable property, with an 'active service against the runaway Negroes' and reports La Grenade is now employed in suggesting idea to his friends; La Grenade is also Captain of 'a colored company attached to the St. George's Regiment'; Mathew asks for La Grenade, who has been conferred a Black Ribbon as a mark of distinction, to be given the King's sanction for a Gold Medal to be appended to the ribbon; will endeavour to engage the Legislature of Grenada to grant an aid of two Black Pioneers to every company and a further aid of ten Black men for the Ordnance; refers to intelligence regarding the Spanish squadron; barrels of gun powder.
