Draft; transmits copy of a note from the Count de Florida Blanca to His Majesty's Minister at the Court of Madrid, on subject of the protection given to 'runaway Negroes' [escaped enslaved persons] in the Spanish colonies; reports that the present state of the discussions between the two courts renders it impossible that any further steps should, under the existing circumstances, be taken on this subject, but if a more favourable occasion should occur for discussing it, will be extremely material that he should be given an authentic copy of the proclamation, and also with such particular instances, as may show the actual existence of the 'mischiefs' represented to have taken place; states he will observe that Count Florida Blanca's answer denies that any new law or ordinance has been made on this subject and seems to call in doubt the fact of any such having been put into practice by the Governor of Trinidad.
