Reports that on 28 November he received a telegram from the Administrator of St. Vincent reporting that fishermen had picked up at sea near Colonarie Point, Windward Coast of St. Vincent, white boat sail attached and wrapped round uninjured mast sixteen feet long both new looking and marked F. R. Karlsruhe; reports further information he has received; encloses further despatch he received from the Administrator of St. Vincent.
