Description

Acknowledges receipt of cypher telegram on subject of information respecting the movements of 'His Majesty's Ships in these waters being made public and reaching the Enemy, the desirability to shut down all German houses of business, and to establish special Censors over Cables, Post and Press'; acknowedges receipt of another Cypher telegram about censorship; reports instructions will be strictly observed in the Windward Islands.
