Description

Reports number of 'hired Negroes' [enslaved persons] in the several colonies has been considerably reduced since 1 September and now barracks works are 'everywhere in great forwardness', he has directed the 'Negroes' [enslaved labour] to be entirely discontinued from 1 January 1790; reference to soldiers to be employed; reports frigates arriving on 8 December 1789 at Fort Royal, Martinique, from Boston.
