Lords commissioners of the admiralty to the commissioners for sick and wounded seamen and for exchanging prisoners (copy): they are to report what allowance is given to British prisoners in France, and what it was in Queen Anne's war [Spanish succession]. They are to inform the French authorities what allowance is paid to French prisoners [in Britain], and that an equal allowance should be paid to British prisoners in France. They are not to enter a contract with [William] Norton, but must take care of the British prisoners' subsistence if it is inadequate. They are to inform the authorities in Dunkirk that Captain Louis Gerand has been given the liberty of Plymouth, that arrangements are made for French prisoners to have adequate space, and that the same is expected of them. ff. 152, 153
