Description

Reports that various representations from inhabitants of Grenada have induced him to make frequent applications to 'His Excellency Don Chacon,' Governor of Trinidada [Trinidad] on the subject of 'runaway Negros' [enslaved persons], states mostly 'with good effect'; reports on case of Don Davila, Governor of Margarita, who 'declines to deliver up to thirteen' enslaved persons who have escaped from Grenada, were traced to Margarita, and there 'claimed by their owner, Mr. Blacke;' the Governor grounded his refusal on an order of his court, dated 15 January 1773; reference to the Free Port Act and trade with British and Spanish colonies; encloses affidavit of John Stephen Blacke; petiton from John Stephen Blacke; letter to Edward Mathew from Davila.
