Draft; acknowledges receipt of letters; refers to Lieutenant General Mathew's exercise of his military command; Governor Orde; fortifications and public buildings; both Mathew's recommendation of Mr. J. Herson for the Office of Commissary General and the proposal of the expediency of sending out money for the payment of the troops from the frequent scarcity of cash have been sent to the Lords of the Treasury for consideration.
