Description

Acknowledges receipt of Secretary of State's Circular secret letter of 21 September; reports he convened the Council who thought Martial Law should be declared, which was carried out; refers to defence and fortifications; refers to 'furnishing one thousand Negroes' [enslaved Africans]; encloses addresses from both Houses; encloses 2 Acts of the Legislature of Grenada [not in item]; asked Merchants and inhabitants of the town of Saint George and the captains of ships for assistance who 'furnished' him with upwards of 200 white and black seamen; reference to 'common Negroes'; state of powder; defence of Barbados against French forces; actions of French forces in other islands.
