Draft; reports that Brigadier General Cuyler, who is travelling by the next packet to Barbados, will deliver to Mathew the duplicate of his letter of 19 December; Cuyler has been given a copy of this letter; also Cuyler should command the forces in the Leeward and 'Charibbee' Islands if Mathew is absent from command or any accident happens to him.
