John Clevland. Samuel Lowman, Controller of Customs at Montserrat asks to be re-imbursed money advanced for the support of the crew of a vessel that was drove there in bad weather. Have examined the accounts of Warner Tempest, late Storekeeper at Antigua. Part of Mr Lowman's claim is for provisions for the crew of the Cubb Sloop and recommend he be reimbursed on affidavit but not for the 5 years interest that he has charged.
