Report of [illegible] for the Board of HM. Customs, on 1 collective petition (9 people, including a 'sheriff' and 'foreman') on behalf of William Maning, convicted at the Old Bailey February Sessions, for fraud of the Customs Office. Grounds for clemency: ill health (violent and incurable rupture) and has a wife and 3 small children now reduced to great distress. Initial sentence: 12 months imprisonment. Recommendation: no mercy; annotated 'unfavourable'. Folios 170-173.
