Report of Thomas Burton on 2 individual petitions (the prisoner and Lord Coventry) and 1 collective petition (25 people, of the City of Worcester) on behalf of Robert Phelps, butcher and freeman of the City of Worcester, convicted at the Court of King's Bench, for an assault on an Excise Officer. There is a covering letter to the towns-peoples petition from Thomas Tebbutt. Grounds for clemency: prisoner was provoked by the excise officer who was not on duty, 2 small children, his wife is deceased and has no one to help run his business. Initial sentence: 6 months imprisonment. Recommendation: no mercy. Folios 156-163.
