Description

Report of T. Freeling, for the Postmaster General of the Post Office, at the request of Edward Knatchbull, on 1 individual petition (Thomas Elliot, prisoner's grandfather) on behalf of William Elliot, post office employee, convicted at the 'last' Kent Assizes, for stealing bills out of a letter at the Rochester Post Office. Freeling states that 'however much the Postmaster General individually might be disposed to recommend such objects for Royal mercy yet in their public Situation They feel themselves totally precluded from so doing'. Grounds for clemency: youth (12 years) and has relatives in America to who he could be sent with the petitioners standing surety. Initial sentence: 7 years transportation. Recommendation: no mercy. Folios 139-142.
