Report of Edward Bearcroft on 2 individual petitions (the prisoners) on behalf of William Holdby Atkinson and John Baxter, convicted at the Autumn Assizes, Chester in 1794 for 'uttering seditious expressions', and also Ralph Sumner/Ralph Summer, convicted at the 'last Spring Assizes' in Chester, in 1794 for horse stealing. Grounds for clemency: Atkinson and Baxter have behaved well while in prison; Sumner is only 14 years old. Initial sentence: Atkinson and Baxter were sentenced to 2 years imprisonment and providing sureties for good behaviour on their release of £20 for themselves, and £20 each for 2 other trustees. Summer was sentenced to death, commuted to 12 months imprisonment with hard labour. Recommendation: free pardon for Atkinson and Baxter; Sumner to be pardoned if he enlists in HM. Navy.
