Report of Lord Kenyon on 3 individual petitions (Charles James Fox MP., Hugh Evelyn and the prisoner) on behalf of James Fox alias James Dunn alias James Welsh, convicted at the Cumberland Assizes[?], for horse stealing. The prisoner states he was tried under the name of Welsh. The judge states he has searched for the case of Fox but is unable to find him. However, he states there are 2 people to whom the petition may refer; James Dunn alias James Ryley alias James Ryson[?] and James Wolfe. Grounds for clemency: good previous character, first offence, was considered to be mentally incapable of understanding the seriousness of his situation and was unable to ask anyone to give him a character reference as 'I am an Irishman, and was never in England before'. Initial sentence: death. Recommendation: no mercy. Folios 215-222.
