Description

Reports he has found that in his letter to the Secretary of State on 27 August Lucas wrote that he should call upon the Legislature at their next meeting on 18 September for 'an additional Supply of Negroes' [enslaved Africans] for the works at Richmond Heights; reports 'they most chearfully granted one per cent of all the Negroes in the Island for two months over and above the former Grant, ...'; forwards a Return from the Acting Engineer of the 'Artificers and Labourers (white & black)' daily employed on the fortifications [Return titled: Return of the White Overseers & Artificers, also the Colony Negroes employed on His Majestys Fortifications on Richmond heights, Grenada, 27 October 1787]; defence of works.
