Draft; encloses a copy of a letter from Secretary of State's predecessor in Office, Lord North to Sir Archibald Campbell, when Governor of Jamaica, dated 4 December 1783; states that this letter shows the sentiments of the King's Ministers at that time upon the subject of the Memorial of the merchants submitted by Lucas on trade between Grenada and the Spanish settlements in the West Indies; gives assurance that views are the same and states it seems advisable that Officers of the Customs should be told that without disobeying the Laws they should give as little interruption as possible to 'a Trade of so much Benefit to the British Dominions.'
