Description

Acknowledges receipt of duplicate and Circulars; Secretary of State's letter of 5 January was immediately communicated to both Houses; answers 'two heavy charges' one that Mathew directed His Majesty's general instructions to him, not only to be read in Council, but entered upon their Journals; hopes that Secretary of States' disapprobation will be removed when he Mathew assures him that many strong words in Secretary of State's quotation of the Fourth Article, are not to be found in his copy; Mathew states the Secretary of State has not specified in the second charge which of the Acts of the Legislature have come to hand unauthenticated by the Great Seal of the Island.
