Description

Reports various things; both he and Admiral, according to intentions stated in letter, 30 December 1783, left St. Lucia on 1 January; detached the garrison for Dominica on same day, and left Major Chester of the 35th Regiment with orders to deliver up St. Lucia on 3rd and instantly proceed to St. Vincent; French Governors, reasons for not prepared to evacuate; refers to letter from the French Minister; French military works which are considerable and in general substantially constructed; writes 'Lieutenant Shipley, Commanding Engineer with a large detachment of the Carolina Negroes, is employed in repairing where they are decayed, particularly in the Barracks, for the comfortable reception of the Troops;' military staff and troops distribution.
