Administrative / biographical background

The Committee was appointed by the Home Secretary on 20 April 1971, under the Chairmanship of Lord Franks. Its terms of reference were 'to review the operation of Section 2 of the Official Secrets Act 1911 and to make recommendations'.

The report of the Committee was published in September 1972. It did not lead to any changes in legislation.
