Draft; transmits to Governor Mathew memorials presented to the King from the Count and Countess de Riquebourg asking to order the execution of a royal decree of 29 August 1783, agreeable to the terms of the Twenty Second Article of the late Definitive Treaty of Peace [transmits a copy of this article]; King wants every assistance to be given to the Count and Countess in the demands for the recovery of their property.
