Reports situation of Tobago; Assembly passed the Money Bill for above £17,000 Currency, but this will not go through the Council and so reports he will suspend the Council as soon as they reject the Bill, and will endeavour to get a new one passed; refers to French spies; want of a Great Seal; likelihood that Tobago will be attacked.
