Nature of request
The burgesses make a number of requests.1) They request an enquiry into the state and ownership of the bridges and roads leading to the town, and for them to be repaired to allow merchants to reach the town easily.2) They request that no person be attached or distrained in the town for debt or trespass unless they are the pledge, principal debtor or malefactor, since alien merchants and mariners are withdrawing from the town due to their indebtedness for the customs.3) They request letters from the king confirming their privileges regarding merchants attached for debt in the king's court.4) They request letters form the king to the merchants of London informing them of the markets and fairs held in Hull. They also ask for similar letters to the Count of Flanders and the Duke of Brabant.

[on face] 1) Let them have a writ of Chancery that the bridges and roads should be repaired by those whose ancestors had held them.2) Of this nothing.3) Of this nothing.4) They shall have a writ of Chancery to the Mayor and sheriffs of London, and also to the bailiffs of Boston, that they should make proclamations in their towns.[on dorse] Before the Treasurer.Such of this petition should not proceed which is against the laws and customs of the realm.

The issue of markets and fairs relates back to the granting of such things on 1 April 1299 (CChR 1257-1300, pp.475-6). The document was presumably presented alongside SC 8/119/5907A, to which it is firmly attached, but the handwriting is different, and it may be earlier.
