Petition in nine parts:1) That sheriffs in North Wales be appointed by the Chamberlain of North Wales and not by the Justices of North Wales;2) Remedy concerning the taking to their own use of manors, mills, lands and tenements by the Justices of North Wales without the consent of the Chamberlain;3) Remedy concerning the demising to farm of villeins of the manors so taken;4) Remedy concerning the appointment of Welshmen as sheriffs in North Wales, against the ordinance of the council;5) Remedy concerning the limitation on the number of writs that may be issued from the Chancery in North Wales, with the result that people cannot obtain right;6) Remedy concerning the habit of the Justices to issue writs without having them pass through the Chancery;7) That the Controller of the Exchequer of Caernarfon be appointed by the king, who will charge all receipts and issues on him;8) That the controller shall have a second key of the Treasury of the Exchequer of Caernarfon;9) That the Clerk of the Works of the Castles of North Wales may be appointed by the Chamberlain.
Nature of endorsement
With regard to the first petition: [erased]With regard to the next four petitions, let the Justice of North Wales be ordered that he shall make no sheriffs, bailiffs or ministers of the king; and that sheriffs, bailiffs or ministers shall not be Welsh; and that he take no farm to himself; and that outgoing writs of the justices be sealed with the king's seal.With regard to the fifth, let the Chamberlain be ordered that the king be informed in his next account in what cases there is default of writs, and a remedy shall be ordered.With regard to the last two petitions, concerning the Controller and the Clerk of the Works, a response will be made to the Chamberlain at his next account.Coram consilio.

Note
Rees, Petitions Relating to Wales, dates this probably before 1308, but also points to CCW 1244-1326, p. 373, which might suggest 1310. The petition has therefore been assigned here more generally to the period of Esthalle's tenure of the chamberlainship, c. 1320-c. 1312.
