Nature of request
The petitioners show that in the parliament held at Westminster in 1391-2 they were ordered to stay in Calais, and after the 22 April 1393, also for the improvement of the town and its inhabitants as for the common profit of the realm, they were granted certain freedoms and liberties plainly contained in letters patent. For the advancement and prosperity of the town and the increase in the value of wool and other commodities of the realm etc., grant, ratify and confirm to the petitioners and their successors always, all freedoms and liberties comprised in the aforesaid letters patent. And order in this present parliament that all types of merchandise comprised in the said letters should return to Calais and nowhere else on pain of forfeiture, notwithstanding any other letters patent to the contrary, considering the great losses of customs and duties entering and leaving the town. They ask that the following articles should be confirmed in this present parliament:1) That the mayor of the staple (in the presence of the constables) receives bonds of the debts which merchants or others acknowledge, and the same bonds should be executed within the realm and in the town of Calais, in the form of the statute of the staple set in the time of the king's grandfather, year twenty-seven (1353), and that they have a seal for the same office.2) That they have control of the merchandise of strangers to the staple and that they inspect the same, and that they have the power to order brokers and other officers for the strangers' merchandise, as necessary etc., and that all such brokers should lodge in the said town and travelling buyers, as in ancient times.
