- The petitioners seek relief from customs charged on foreigners using their ports in times of war, which dues have resulted in Dutchmen withdrawing from the said ports to their great costs etc. They show that continually for more than two years past they have assembled upon the sea in matters of war to their great cost etc. Lately Scots, Spaniards and other enemies have driven ships loaded with various [goods] ... to Plymouth, Fowey, Falmouth, and other ports in the aforesaid counties ... to the great encouragement and helping of the said counties until now delayed.
